Who We Are

The Regional Immigration Assistance Center (RIAC) of the Hudson Valley was created in 2016 to meet the needs of non-citizens in criminal and family court. With the support of a grant from the NYS Office of Indigent Legal Services, the RIAC of the Hudson Valley was established by Westchester County in conjunction with a sponsorship with the Legal Aid Society of Westchester County.

RIAC of the Hudson Valley is one of six RIAC offices throughout New York State. Our office serves public defender offices, legal aid organizations, and assigned counsel representing non-citizens in Westchester, Rockland, Putnam, Orange, Dutchess, Sullivan, Ulster, Columbia, and Greene Counties.

Robert Horne, Esq. Robert has over 25 years of experience in private practice representing non-citizens in a wide variety of matters in federal, state, and local criminal court and immigration court. Robert has a B.A. in Economics from Boston University and graduated from Pace Law School. In 2016, Robert opened the Regional Immigration Assistance Center, Region 4 and has served as the Managing Attorney and Senior Counsel ever since.  As of January 2020, Robert has also been serving as the Acting Chief Administrator of the Westchester County Assigned Counsel Program.

Craig J. Small, Esq. Craig Small currently serves as a Senior Staff Attorney with the Regional Immigration Assistance Center, Region 4 (RIAC). Craig is a graduate of CUNY School of Law. Prior to joining the RIAC, Craig worked with the Immigrant Defense Project and the Catholic Charities of Newark Immigration Assistance Program. Craig has experience over the last 10 years assisting non-citizens in the areas of immigrant rights and immigration law. Craig holds a B.A. in Latina-American/Latino-American Studies with a minor in Political Science from Fordham University and a J.D. from the City University of New York.

Navil Infante, Esq. Navil received a B.A. in Political Science from Long Island University and a Juris Doctor from The George Washington University Law School. Prior to joining RIAC, Navil worked as an immigration attorney for private law firms in New York and Washington, D.C. representing non-citizens in employment-based immigration matters and removal defense. Navil currently serves as a Staff Attorney with RIAC, Region 4.
